That law that mandates these signs is silly enough, but what does this restaurant mean by putting quotes around the words "wash hands"? We don't really mean wash hands?

crazy. i was wondering about that one day. i was in a clothing store bathroom and i saw the sane " "'s. MAYBE it means that they have to humor the "law" and just "wet hands"..? i don't know. the quotations might be a code to the employees.. it makes this sign look suspicious, doesn't it?
